Plaster is what you feel underfoot and what you see through the water. When it stains, roughens, or starts to delaminate, resurfacing is what fixes it. Customers call it getting the pool redone, replastered or resurfaced. It is the same work.
Prep decides everything. The pool is drained and sounded for hollow spots and delamination, and whatever is failing gets chipped out. Sometimes the entire surface has to come out. Get that wrong and nothing after it matters.
We find the hollow spots and the delamination before anything else happens.
Failing material comes out. If the price has to move because of what is underneath, you hear it before we carry on.

Plaster comes in a range of colours, from near white through greys to deep blues. It is the single biggest thing you choose on the job, because it decides how the water reads once the pool is full.
